What is procurement?
Procurement is the process through which Leitrim County Council buys its goods/services and works .
The main objectives of effective and responsible procurement are to:
- Ensure that the quality of the procurement service is sufficient to meet the needs of users, buyers and suppliers.
- Make the most effective use of the funds available.
- Ensure compliance with relevant national and European procurement legislation.

A number of mechanisms and strategies are employed when procuring goods and services and works on behalf of Leitrim County Council.
LA Quotes
LA Quotes is a system that enables suppliers to express their interest and be part of the tendering process for certain spend categories such as:
· Plant hire
· Road Making Materials
· Road marking services
· Bitumen
Through LA quotes suppliers are contacted regarding relevant requests for the provision of goods or services.
Suppliers have to register withwww.laquotes.ieso as to be alerted to upcoming competition opportunities.
Etenders
This site displays on a daily basis all Irish Public sector tendering competitions.
There is a requirement that all goods/services contracts > €25,000 and Works Contracts >€50,000 are advertised on etenders. Often times lower value contracts are advertised here so as to advertise to a larger market.
Suppliers should register their interest with www.etenders.gov.ie so as to be alerted to upcoming opportunities.
Office of Government Procurement
The OGP commenced operations in 2014 and will, together with four key sectors (Health, Defence, Education and Local Government), take responsibility for sourcing all goods and services on behalf of the Public Service. In addition, the OGP will also take full responsibility for procurement policy and procedures.
A number of national frameworks have been put in place for areas such as:
· Electricity
· Stationery/Photocopying paper
· Personal Protective Equipment
· Bulk Fuels
· Computer hardware/software

Smaller items of spend
Leitrim County Council have their own internal procedures in where three to five quotes are sought before a buying decision is to be made and the lowest price generally secures the business.
There is no official supplier list where we seek quotations from but if a supplier has a product or service that the council might use, then they should direct this to procurement@leitrimcoco.ie.
The information is then sent to the relevant person for their attention.
